Chapter 1643: Resource Management Department
"Oh? Don’t tell me you still need my help to fulfil your goal?" Wang Wei asked as he sipped the tea. Liang Shixian had done well for himself without Wang Wei, so he saw no reason to change now. Additionally, Wang Wei was not sure he wanted to continue getting involved in the mess of the Soul Path.
"Not that. I want your share of the Soul Path Destiny."
"Pardon me?"
"It may cause an issue if I, the founder of this path, only hold 75% control of the destiny. I hope you can understand, but it’s for the future of the soul path."
"Interesting," Wang Wei said as he slowly placed his teacup on the table. "And how do you plan to get my share?"
"I understand it would be too much to ask you to hand over for free, so I’m prepared to pay a hefty amount of merit in exchange," Liang Shixian said earnestly.
"Why would I receive one sum of merit when I can benefit for all eternity from the Memorialized Luck?" Wang Wei asked.
Liand Shixian calmly replied, "The disaster is coming, and merit is important. The amount I’m offering is something you would have to wait for hundreds of millions of merit to acquire the regular way."
"Do you have the funds? Or are you planning to ask me to give you time to slowly gather it during the war?"
The Soul Path Founder’s body stiffened briefly before he smiled awkwardly to ease the tension, "There is no need to be difficult, right? Like I said, this is for the future of the soul path."
"And why do you think I would care about the future of the soul path?" Wang Wei asked calmly, also making Liang Shixian’s smile stiff.
"Do you have to be like this?"
"Alright, this meeting is pointless," Wang Wei said as he slowly stood. "I would thank you for the tea, but it was subpar. You should get a new hobby." He slowly turned around, preparing to leave.
"Don’t do this," Liang Shixian shouted. "I have an agreement with the Saint. The soul path —"
"You think you can use her to suppress me?" Wang Wei slowly turned around. "I don’t know how and why you’ve developed this new sense of self-importance, but you have greatly mistaken your ability or importance in the grand scheme of things. Without me, you would not be who you are today.
"You may have still developed a soul, but it would not have the potential it does now. I lay the solid foundation for your success and glory. And if the Saint ever had to choose between the two of us to determine the future of the soul path, do you think she would choose you?
"Boy, you need a good look at yourself in the mirror. And while at it, try to remember who the fuck I am."
Wang Wei walked out of the room with his hands behind his back. ’What a waste of time,’ he thought as he slowly walked toward the Resource Management Department. As the ancient sages said, fame and glory are a hero’s weakness. Liang Shixian had only received a little bit of recognition, and he had already allowed it to get to his head.
’If he doesn’t know what’s good for him, I won’t mind taking back the remaining 75%. Anyway, the soul path is a decent reward. As a matter of fact, maybe I should create some other soul path alternatives to take an even greater share from his hands,’ Wang Wei thought. He entertained the idea for a few seconds before shelving it. He had plenty of work to do, and as long as Liang Shixian heeded his warning, there was no need to go this far. Regardless of what he said, Liang Shixian still had a deal with Maitreya, most likely to ensure the spread and prosperity of the Soul Path under his control. Wang Wei could complicate things if he were to do such a thing.
By the time he reached his department, he had forgotten all about that unpleasant conversation. Vice Department Head Long Xuankong was waiting for him to facilitate the transition of power.
"Ancestor," Long Xuankong bowed politely.
"No need for formalities," Wang Wei nodded, reassuring Long Xuankong, who was afraid this new ancestor would be arrogant given how quickly he rose to such a position. The old man handed a Divine Seal that represented Wang Wei’s status or official position in the court, which he refined by implanting a soul imprint on the artifact.
Wang Wei immediately felt a deep connection to the court and the entire world. Most likely because Maitreya now held the Heavenly Emperor Position, Wang Wei did not feel much of a burden. This was good news for him since he didn’t have enough time to refine an artifact to replace his burden, and the old one he used in the lower dimension was also left there.
Long Xuankong then explained in detail the ins and outs of this position. Wang Wei knew this department was crucial, but he never gave it too much thought to how annoying it would be to lead it. He chose to serve the court because he needed a way to earn merit while he raised his cultivation before officially joining the war. However, he quickly realized that he needed to do his job properly if he wanted to have free time to do anything, and that was because of how greedy the other departments were.
World Source was truly a magical power, almost as versatile as merit. As such, every department continued to demand more. The Divine Army demanded increasingly more resources to expedite the training and cultivation of its soldiers — especially the Body Refiner and Swordsman Legions. The Divine Manufacturing Division aimed to accelerate the cultivation of raw herbs and ores, and to reduce the time required to refine pills, talismans, arrays, puppets, and other items.
Ma Liquiu wanted more world sources to train even more elite members of her Dream Walkers. The Investigators, such a small department, dare demand an outrageous amount of world resources for their people. Even his wife’s Disaster Management Division kept demanding more, despite their department not having officially done any work as of yet.
"How did the ancestor deal with all these problems?"
"Well..."
"He left all the work to you, didn’t he?"
Long Xuankong smiled wryly, "The ancestor was busy with War Room affairs, so he left me to deal with the minor affairs while he gave me general directions on how to do things." Long Xuankong would not dare say he had been under immense pressure over the past hundred Yuan Epochs. Almost every day, Primals from various departments continue to demand more resources from him, and if not for his cultivation, he probably would have grown white hair by now.
"Alright, this is what we’re going to do," Wang Wei said. He refused to spend all his time dealing with these people, so the best approach he could devise was a highly efficient bureaucracy. Someone wanted more World Sources? Once they meet the standard he set, they must file a request, which will be reviewed and decided upon by one of his subordinates. Once this system is set, there will be a chain of commands for almost every decision, and Wang Wei won’t have to do a single thing unless it’s crucial.
Wang Wei had dealt with bureaucrats in his past life, so it was not a problem to train his people to operate like one. The only issue with his plan was how to establish a strict standard for requests. He must consider the amount of World Sources that the court allocates to Heavenly Dao on average, the usage of each department, the department’s immediate value to the war, and other relevant factors.
For example, the Divine Army and Divine Manufacturing Divisions are the most resource-intensive departments, but that’s because their efforts will directly impact the war. However, Wang Wei can reduce the requirements for the soldiers and increase them for the manufacturing departments, allowing them to create more pills, weapons, talismans, and puppets.
Raw World Source cannot be fully absorbed and digested by most of the low-talent and low-level cultivators of the Divine Army Division, so his decision was the most efficient one. Of course, he’ll also keep an eye on these professionals so that their fingers become itchy. Although he doubted someone would be stupid enough to try to steal under the eyes of the Saint, people’s desires and greed know no limit.
Wang Wei implemented his plan, and within a month, his department became the most despised. This was not because he had essentially cut off everybody’s share except for the Divine Manufacturing Division. No, it’s because dealing with these bureaucrats was a nightmare.
If someone came to argue with them about unfair treatment, the resource management personnel followed Wang Wei’s training to the letter. They didn’t react to any request, threats, or outbursts. In a monotone voice, they asked people a series of questions about whether they had met the standard, followed by asking them to complete several forms.
These people possessed powerful cultivations, so it was nothing to them to repeat the same questions or give the same instructions for hundreds, if not thousands, of years. Then, at some point, it was no longer worth the effort to deal with them, forcing these departments to follow the rules and standards.
