The conditions required to start a workers' movement are a topic worth discussing.

It's not always the right time to initiate a workers' movement for the interests of the broad workers' community.

For instance, if external conditions are lacking, the enemy's forces are too strong, or faced with special situations like wars or famines, launching a workers' movement under such external conditions might be somewhat inappropriate.

However, if social unrest is triggered by defeat or famine, sparking widespread dissatisfaction with the rulers, then this is the best time to launch a workers' movement because such times often garner broad support and play a crucial role.

Determining when to launch a workers' movement and when to endure, compromise, or temporarily give ground is a real test of a leader's ability.

Sometimes, acting at the wrong time can lead to the potential failure of actions that otherwise hold great promise for success.

Nevertheless, more important than the external environment is whether the internal conditions of the worker community are sufficient to initiate a workers' movement.

For example, whether the worker community is sufficiently united, whether they fully recognize the necessity of struggle, whether they have clear goals, and, most importantly, whether they are guided by scientific thought.

The early goals of the workers' movement were simple: increasing wages, reducing labor time while increasing wages, and most crucially, the freedom of collective organization.

The first two are easily understood and are the most straightforward demands of the workers' community, while the latter is the basis on which the workers' movement can engage in struggle against the capitalists.

Capitalists, as owners of capital and production materials, enjoy all economic power to their advantage. As long as workers continue to compete against each other for jobs, they lack the strength to fight against employers.

In such circumstances, the "rules of the game" purely benefit the capitalists: they can set wages very low, and workers must accept it, for the fear of losing their jobs and thus their means of living.

Workers can only benefit in their struggle against capitalists by ceasing competition with each other, collectively confronting employers, and refusing to work under unacceptable conditions.

Experience quickly taught them that without the freedom of collective organization, they have no weapons to resist capitalist oppression.

From the beginning, Perfikot taught Kallen to unite and rally all forces that could be united, so Kallen founded the Workers' Federation from the outset, bringing together workers and engineers from various factories across the city to form a whole, with the strength to fight against capitalists.

And now, she has further expanded the organization to cover most of the New Continent colonies, making the worker community not only unprecedentedly large but also exceptionally united.

Objectively speaking, the conditions necessary for the rise of the workers' movement, even for struggle, are already in place.

As for external environmental issues, the conflict between capitalists and workers isn't particularly sharp at the moment. There are huge differences and conflicts between representatives from economically developed areas and those from economically impoverished areas. Their demands are completely different. Just coordinating them not to clash and be willing to sit together to negotiate has exhausted my energy!" Kallen was recording what Perfikot said while pouring out her grievances to her.
