Chapter 586: Chapter 570: Plane Level Planning
The balance in Allen’s account was currently 5.44 billion Low-Level Magic Stones.
For him right now, leaving too much money to gather dust in his account was not a good thing. The Golem Legion was currently sufficient to suppress the entire territory, so there was no rush for blind expansion. It would be best to convert this massive sum into "capital" that could continuously generate revenue.
After a year of high-pressure integration and decisive measures, the Divine Kingdom of Ten Thousand Machines had passed its initial growing pains. The arrogance of the old nobility had been completely crushed by labor reform, while the numbness of the lower-class commoners had been awakened by "Contribution Points" and filling bread. Using absolute fairness, he had forcefully bent the mindsets of 620 million people onto the track of "labor is glorious."
With the people’s hearts settled, this massive social machine was fully lubricated and ready for comprehensive, large-scale industrialization.
But progress had to be made one step at a time. Even if his infrastructure-maniac DNA was restless, he had to execute his plans in phases.
"Jarvis, set up a special account named ’Divine Kingdom of Ten Thousand Machines Phase One Construction Project.’"
Allen thought for a moment before adding, "Transfer 4 billion Low-Level Magic Stones into it."
The number on the screen instantly shrank, leaving just over 1.4 billion.
[Command executed. This accounts for seventy-three percent of your current total assets. Your available cash flow will be reduced to 1.44 billion.]
"Please issue the budget allocation plan."
The topographic map on the sandbox instantly magnified as data continuously flickered in Allen’s eyes.
"First, build Plane Level infrastructure and transportation networks. Allocate 1 billion Magic Stones."
Allen’s fingertip traced across the continental plates as if outlining a magnificent tapestry. "Pave a hardened road network across the entire continent, connecting all towns and cities. Excavate five main canals, build ten main heavy-haul railways, and thirty-eight branch railways running through the vital cities and grain-producing regions of the three old kingdoms. I want to build steel arteries capable of supporting 10,000-ton Magic Energy Trains.
"Establish three hundred large-scale cement factories, fifty specialized steel smelting centers, and five automated Low-Level Golem production lines. Mobilize all the young and able-bodied laborers. Provide them with room and board, and issue Contribution Points on a piece-rate basis. Within three years, I want to see Magic Energy Trains running to every corner of the entire continent."
Following his movements, intricate tracks rapidly rose on the sandbox—tunneling through mountains and bridging over waters—as if grafting steel blood vessels onto this ancient continent.
"Simultaneously, construct 126 high-standard, large-scale agricultural production zones," Allen continued. "Set up a hybrid utilization system of Magic Energy and electrical energy, and build a communications network covering the whole continent. Launch the construction of thousands of specialized industrial parks to create a complete industrial chain system covering both light and heavy civilian sectors. I want to directly elevate the entire continent’s production and living standards to parallel the twenty-first century on Earth.
"Deploy a portion of the active-duty Golems to assist with production and construction. Plan to complete all initiatives within ten years. Once the natives fully achieve self-sufficiency in their production and daily lives, we will gradually open up private commercial activities.
"Second, establish a cross-plane communications network. Allocate 300 million. Go to the Hub City and hire the most professional Wizard team to build a cross-plane public communications network platform capable of supporting a million people simultaneously, laying the foundation for all future communication activities.
"Third, construct Plane Level defensive facilities. Allocate 1.5 billion. Using the Celestial Throne as a prototype, build 500 high-altitude, heavy Magic Energy Cannon early-warning and monitoring platforms within the Plane. Hire experts from Witchcraft Schools to simultaneously initiate the ’Plane Crystal Wall Enhancement and Defensive Modification’ system. Establish entry and exit controls for the Plane. Once completed, it must be able to intercept all illegal cross-boundary invasions below the Dawn Star Level.
"Fourth, construct a medium-sized Star Gate. Allocate 500 million. The current Star Gate’s throughput is too small. I want to build a Star Gate that merchant caravans can pass through, clearing the logistics bottleneck ahead of time."
"One billion remains," Jarvis prompted.
"Invest it all in education."
[Commander, investing 1 billion Magic Stones to establish an education system for the natives is not expected to yield any direct economic returns in the short term. This does not conform to the principle of optimal resource allocation.]
"Jarvis, your algorithm is too short-sighted. What is the current literacy rate in the Divine Kingdom?"
"8.7 percent. Furthermore, it is mostly concentrated among the former nobility and clergy classes."
"Too low." Allen frowned. "With a population of 620 million, if we only use them for mining and working assembly lines, that would be a complete waste of resources."
"Promulgate the Truth Education Bill." Allen’s speaking speed quickened, his logic perfectly clear. "Mandate a nine-year basic education system across the entire Plane. All school-age children must enroll to study the common tongue, basic mathematics, and physics and logic. For anyone who refuses to enroll, their entire family’s Contribution Point quotas will be revoked.
"Build an additional three thousand basic schools, ensuring coverage for every single town. Establish adult night schools in every major city, and issue Contribution Points to adults attending them based on their study hours, allowing them to fill their stomachs while acquiring knowledge.
"On top of basic education, ramp up the construction of specialized technical schools. We will focus on cultivating professional talents in mechanical assembly, Magic Potion cultivation, mineral refining, and other various fields.
"Once the literacy rate is raised, private commercial activities will be unbanned. With education, they will have desires; with desires, they will desperately create value. At that point, we will roll out the Three-tiered Citizenship System, determining social classes based on three dimensions: education level, skill level, and social contribution level. We’ll use the carrot of upward class mobility to propel the rapid development of the entire society."
Rational light flickered in Allen’s eyes. "Not only that. Fifteen years from now, I will establish Wizard Academies all over the Plane. I want to expose these natives to the extraordinary and cultivate our own homegrown Wizards. I don’t want low-quality laborers; I want engineers and Casters who can self-iterate and feed back into our civilization!"
"Commander," Jarvis reminded him. "There is an extremely high risk of losing control if you popularize extraordinary knowledge. Once the natives grasp power, they might rebel against your rule."
"Rebel?" Allen chuckled. "They will grow up on my land, study from textbooks I compile, and use Casting Models I design. Even their Meditation Methods will be versions I have reviewed. The stronger they become, the more they will rely on the system I’ve built. This is called path dependence, and it is the strongest of chains.
"Of course, I’m no Demon either. As long as they can pay off their student loans or make academic contributions, they will be granted Freedom to come and go as they please."
"That’s all for now. With a 4 billion investment, how long is the estimated payback period?" Allen asked.
"According to current model deductions, the infrastructure and education systems will take fifteen years to take shape. Starting from the twentieth year, the Plane’s overall productivity will undergo a qualitative transformation, expected to provide you with a net profit of over 1 billion Magic Stones annually. The return on investment is extremely high."
"Twenty years is nothing but the time it takes for a Morning Star Wizard to take a nap." Allen straightened up and adjusted his cuffs. "But our sights cannot be limited to just G-771."
The sandbox instantly shrunk, its perspective pulling up to the vast Sea of Magical Power. A silver-gray band of light traversed the void—it was exactly Sector D of the Gray Channel.
Allen’s finger drew a circle at the very tip of the latter half of the channel.
Inside this circle, apart from G-771, thirteen specks of light of varying sizes were scattered about.
"This place is far away from the Mystic Code Council’s core zone of the Wizarding World. Transportation is inconvenient, Black Wizards run rampant, and established factions look down on its remoteness.
"Over the past year, I’ve gathered intelligence on the surrounding Star Domain. Within the vicinity of the two navigation sectors centered around us, there are thirteen other occupied Planes, but the vast majority are undeveloped or in a state of primary colonization.
"This Star Domain is a blank sheet of paper."
Allen marked G-771 in a dazzling gold.
"My ultimate goal is to forge G-771 into the ’dual hub’ of this Star Domain.
"First, an educational hub. I want the low-level Wizards, apprentices, and mortals seeking to change their fates from the dozen surrounding Planes to yearn to come to G-771 for further study, just like a pilgrimage. Whoever controls the education system and profound knowledge holds a monopoly on the talents of this Star Domain.
"Second, a commercial hub. Once phase one of construction is completed, we will immediately initiate phase two to build large-scale Star Gates, spaceports, and logistics systems. We’ll siphon all the raw materials from the surrounding thirteen Planes at low prices, process them into high-value-added products in our factories, and then dump Wesren Heavy Industry’s industrial goods across the entire domain from here. I’m going to devour every last drop of profit from this peripheral zone!"
Allen’s fingertips tapped lightly on the desktop, producing a crisp sound.
Paving the way with infrastructure, clearing the path with capital, and colonizing with knowledge. This was the ultimate form of a dimensionality reduction strike.
The control room fell silent.
Massive data streams scrolled madly across the light screen. Jarvis was remodeling the calculation model for the entire Plane based on this grand strategy.
"The relevant plans have been recorded. Phase One of the Civilization Construction Project has been officially initiated. Domain-wide construction will commence at midnight tomorrow."
Allen leaned back in his chair with satisfaction.
Everything was proceeding systematically step by step. As long as he continued at this pace, he would be able to establish a sphere of influence entirely his own in this desolate Star Domain.
