Chapter 527: Chapter 247: Bai Wan Bites People (3)
"Understood. It’s very comfortable here, and there’s plenty of good food."
Yang Qi pulled back his hand. He looked at the two red pandas; they seemed to have a bit more energy after eating, but they were still skinny and disheveled. A plan was already forming in his mind.
"How about I take you to a place that’s warm, has lots of delicious food, and where no other animals will compete with you?"
"There, you can rest properly, eat your fill, and get your fur all clean and beautiful."
The two red pandas looked at each other, then at Yang Qi’s gentle, smiling face. They could feel the incredibly comforting presence in the air.
Finally, the male red panda let out a soft call.
’I trust you, Two-legged Beast.’
"Thank you."
Yang Qi smiled, stood up, and beckoned to them. Then he turned and started walking slowly toward the temporary quarantine area.
The two red pandas started to walk, following behind Yang Qi and glancing around cautiously.
Yang Qi kept his pace slow.
He continued to soothe them with his gentle presence as he took his phone out of his pocket, found Luo Cheng’s name in his contacts, and made the call.
The phone rang a few times before it was answered. Luo Cheng’s voice, thick with sleep, came through the earpiece.
"Director?"
"Dr. Luo, are you awake?" Yang Qi slowed his pace and asked in a low voice.
"Just got up. I was about to get ready. Director, what can I do for you?" Luo Cheng’s voice sounded a little more awake.
"There’s something I need you to handle."
Yang Qi glanced at the two little creatures beside him, who had grown a little tense at the sound of his voice on the phone. "Go to the quarantine area now," he continued, "and prepare a clean enclosure with some hiding spots. Two red pandas came into the park from the back mountain last night. I’ve already made initial contact with them, and they’re willing to stay. They need an initial examination and to be placed in quarantine."
"Red... red pandas? They came into the park from the mountain?"
Luo Cheng was clearly stunned on the other end of the line. His voice involuntarily rose in astonishment.
"...There are red pandas in Cangshan?"
As a professional veterinarian, Luo Cheng was very familiar with the distribution of local wildlife.
Red pandas primarily live far away in the Southwest. There are virtually no confirmed, stable populations recorded in the wild in the East China region, let alone in the mountains of Donghua City.
"I’m not sure of the exact reason yet, but they’re here, and they’re not in good shape. They need to be taken care of."
Yang Qi didn’t elaborate. "Prepare some food and fresh water in the enclosure. I’ll bring them over in about twenty minutes."
"O-Okay, Director. I understand. I’ll go get everything ready right away!"
Luo Cheng snapped out of his daze and quickly agreed.
Although he was filled with shock and doubt, he trusted that Yang Qi wouldn’t joke about something like this. Besides, he had witnessed Yang Qi’s miraculous way with animals more than once.
After hanging up with Luo Cheng, Yang Qi immediately dialed Feng Jianye’s number.
Feng Jianye answered more quickly, his voice steady. "Director, good morning."
"Teacher Feng, good morning."
Yang Qi got straight to the point. "Two red pandas entered the park from the back mountain last night. I found them this morning and have made initial contact. They’re willing to stay, but they’re not in good condition and need to be rescued and housed. I’m taking them to the quarantine area now; Dr. Luo is already getting it ready."
"Teacher Feng, on your end, please prepare the relevant documents to report this situation to the Forestry Bureau."
"Red pandas? From Cangshan? And they want to stay?"
Feng Jianye was just as astonished as Luo Cheng, but he reacted faster, immediately grasping the crux and complexity of the issue.
"Director, this... this is a major issue."
"Red pandas are a national Class II protected species. According to the Wildlife Protection Law and related rescue protocols, the principle is to do everything possible to return them to a suitable wild habitat."
"Although our Xianlai is qualified to shelter and rescue animals, taking in a protected species that came from the wild—especially for long-term care—requires substantial, justifiable reasons and formal approval from the responsible authorities. Otherwise, there will be major trouble down the line!"
"I understand the stakes."
Yang Qi’s tone was calm. "That’s why I need you to prepare the report. The justification has several points. First, these two red pandas voluntarily entered an area of human activity. This suggests their native habitat may no longer be suitable for survival or is under threat, which meets the criteria for rescue."
"Second, their current physical condition is very poor. They are severely malnourished and possibly injured or ill, making them unfit for immediate release. They require long-term care and rehabilitation."
"Third, Xianlai has the professional husbandry standards, medical facilities, and simulated habitat that suit their needs. We have both the capability and the willingness to provide them with long-term, scientific care and husbandry."
"Fourth, and most importantly, this was their own choice. They were drawn to our park’s unique environment and chose to stay voluntarily."
"This case in itself holds immense value for research and conservation."
Yang Qi laid out his points clearly; he had already thought through these justifications.
"When you file the report, you can include photos and videos from our preliminary examination, as well as evidence of their emaciated condition. Emphasize that we are fulfilling our duty to rescue them and preparing for potential future scientific research and conservation breeding."
"You can handle the communications with the city and county bureaus personally. If you need me to get involved, just give me a call anytime."
The other end of the line was silent for a few seconds. Then, Feng Jianye took a deep breath and responded with gravity.
"I understand, Director. I’ll head to the office now to prepare the materials, draft the report, and then contact the relevant heads at the city’s Wildlife Protection Division and the county bureau. I’ll push to get the paperwork processed and obtain the permit as quickly as possible."
